Trump tariffs: 749 announcements, 341 separate changesThe Incoherence of the Trump Tariff Announcements

A Brown University team counted at least 341 distinct tariff changes in Trump's statements from January 21, 2025 onward.

The Global Linkages Lab at Brown University went through every occasion on which Trump put a number on a tariff since January 21, 2025: speeches, interviews, press gaggles, Truth Social posts, executive orders, White House statements.

749 announcements, 341 changes

The same policy was often announced more than once, so the 749 total statements cover 341 separate tariff changes. Blue dots mark threatened or announced tariffs; green dots mark implemented ones.

Not a plan, a spasm

Whatever one thinks of tariffs in principle, this picture is hard to read as policy. One can argue about a coherent plan, but not 341 different plans.

It isn't a designed tariff system; it's a sputtering, seat-of-the-pants shambles.

Why it matters

When the highest decision-maker's tariff signals are too numerous to count, the real problem for business isn't what the tariff is, but which number to order against tomorrow. Uncertainty itself becomes a cost higher than the tax.
